Albany Police Chief, Interfaith Peace and Action Collaborative, Portland Area Canine Therapy Teams Among Community Members Honored in FBI Community Awards Ceremony
PORTLAND, OR—On Friday, October 27, 2023, FBI Portland Field Office presented several awards to local community members, organizations and law enforcement partners who continue to make an impact through outreach, leadership and service.
“Today is about thanking our partners, partners across our community, partners from law enforcement and our partners at the U.S. Attorney’s Office,” said Kieran L. Ramsey, Special Agent in Charge of the FBI Portland Field Office. “While the FBI is a large federal agency, we are incapable of achieving our mission without all of these partners being recognized today.”
The following organizations and individuals are being recognized by the FBI Portland Field Office for their unwavering dedication to their communities, law enforcement and the FBI’s mission:

In May, 2023, FBI Director Christopher Wray presented DoveLewis’ Portland Area Canine Therapy Teams (PACTT) with the FBI Director’s Community Leadership Award (DCLA) for their service to the people of Portland, OR. Receiving the award on behalf of DoveLewis was Kathy Loter, the program manager of PACTT. This organization spends thousands of hours in schools, courtrooms, hospitals, and care centers every year furthering human health through positive interactions with dogs. FBI Portland is proud to honor PACTT in our home state at the Community Awards Ceremony.
“Kathy, DoveLewis and the Portland Area Canine Therapy Teams are being honored for their impact on the FBI’s work in Oregon as we collectively strive to ‘protect the American people’ while supporting a healthy and resilient workforce,” said Kieran L. Ramsey, Special Agent in Charge of the FBI Portland Field Office. “The assistance that they give to both those working in and those touched by the justice system is invaluable.”
