Joe Lewis: Omar Hammami and Raddulan Sahiron were added because of their alleged involvement in terrorism-related activities against the United States and its interests.

Halpern: The FBI’s Most Wanted Terrorists list was created in October 2001 by then-President George W. Bush. The list is made up of people who have been indicted for acts of terrorism against the United States.

The FBI later established the Seeking Information—Terrorism list to publicize our efforts to locate terrorism suspects not yet indicted in the U.S.

The Counterterrorism Division’s National Threat Center Section is responsible for the lists. Program manager Londra Burge…

Londra Burge: It’s a rigorous process and it takes us months to determine which subjects meet the criteria to be added to the list.
