SAN FRANCISCO—The Federal Bureau of Investigation (FBI), Bureau of Diplomatic Security (DS), the San Francisco Police Department, and the Daly City Police Department have arrested without incident last Friday an individual suspected of damaging the Consulate General of the People’s Republic of China office in San Francisco.

According to a criminal complaint, Yan Feng, 39 of Daly City, California, detonated incendiary or explosive devices in the vicinity of the front entrance of the Chinese Consulate in San Francisco on January 1, causing significant property damage.

On January 3, Feng self-surrendered to officers from the Daly City Police Department.

Feng has been charged with maliciously damaging or destroying or attempting to damage or destroy, by means of fire or an explosive, any building vehicle or other real or personal property used in interstate or foreign commerce (18 U.S.C. § 844(i)) and willfully injuring, damaging, or destroying, or attempting to injure, damage, or destroy, any property, real or personal, located within the United States and belonging to or utilized or occupied by any foreign government or international organization, by a foreign official or official guest (18 U.S.C. § 970(a)).

Note, a criminal complaint contains only allegations against an individual, and, as with all defendants, Feng must be presumed innocent unless and until proven guilty.

This investigation was conducted by the FBI San Francisco Division, DS San Francisco Field Office, the San Francisco Police Department, and San Francisco Fire Department with assistance from the Daly City Police Department.
