FBI Arrests Local Man on Child Pornography Charges

Dennis Edward Holland II, age 37 of San Diego, California was arrested by San Diego FBI Agents on Friday, February 13, 2009, on federal child pornography charges. Holland was arrested pursuant to a federal arrest warrant charging him with violation of Title 18, U.S.C., Section 2252(a)(4)(B), Possession Of Child Pornography.

Following his arrest, Holland was booked into the Metropolitan Correctional Center, 808 Union Street, San Diego, California. Holland is expected to have his initial appearance before a U.S. Magistrate Judge, on Tuesday, February 17, 2009.

The above investigation was conducted as part of the FBI's Innocent Images National Initiative (IINI), a component of the FBI's Cyber Crimes Program. IINI is an intelligence driven, proactive multi-agency investigative operation to combat the proliferation of child pornography/child sexual exploitation facilitated by an online computer. The IINI provides centralized coordination and analysis of case information that by its very nature is national and international in scope, requiring unprecedented coordination with state, local and international governments and among FBI field offices across the country.

The FBI's IINI focuses on the following:

  • Online organizations, enterprises, and communities that exploit children for profit or personal gain.
  • Major distributors of child pornography, such as those who appear to have transmitted a large volume of child pornography via an online computer on several occasions to several other people.
    Producers of child pornography.
  • Individuals who travel, or indicate a willingness to travel, for the purpose of engaging in sexual activity with a minor.
  • Possessors of child pornography.

Between fiscal years 1996 - 2007, the IINI has recorded the following statistical accomplishments:

Number of Cases Opened: 20,134
Number of Informations and Indictments: 6,844
Number of Arrests, Locates and Summons: 9,469
Number of Convictions and Pretrial Diversions: 6,863

The United States Attorney's Office is prosecuting this case. The San Diego Internet Crimes Against Children (ICAC) task force assisted in this investigation.
