Two Charged in Contraband Passing Scheme at Federal Prison

JOHNSTOWN, PA—An inmate at the Federal Correctional Institution (FCI) at Loretto and a resident of Warren, Pennsylvania have been indicted by a federal grand jury in Johnstown on charges of providing and possessing contraband in prison, United States Attorney David J. Hickton announced today.
The two-count indictment named Thomas R. Harriger, 45, an inmate at FCI Loretto, Pennsylvania and Robin Ostrowski, 46, of Warren, Pennsylvania.
According to the indictment, on March 7, 2010, Ostrowski provided marijuana and dihydrocodeinone to Harriger.
The law provides for a maximum total sentence for each defendant of 20 years in prison, a fine of $250,000, or both. Under the Federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history of the defendant.
Assistant United States Attorney John J. Valkovci, Jr., is prosecuting this case on behalf of the government.
The Federal Bureau of Investigation/Laurel Highlands Resident Agency and the Special Investigative Staff at the Federal Correctional Institution at Loretto conducted the investigation leading to the indictment in this case.
An indictment or information is an accusation. A defendant is presumed innocent unless and until proven guilty.
