Minnesota Man Charged with Sexual Assault of a Child

Donald E. Oswald, Special Agent in Charge of the FBI Minneapolis Field Office, today announces that Reginald John Wind, Jr., age 23, of Bemidji, Minnesota, was charged by federal complaint on May 4, 2011, with engaging in a sexual act with another person who has not attained the age of 12 years old.

The sexual assault of the child took place on April 6, 2011, at a residence located on the Red Lake Indian Reservation, a location within the special territorial jurisdiction of the United States. Wind was a visitor to the house when the assault occurred. Red Lake Police Department Officers responded to the residence and interviewed witnesses. The victim, a 5-year-old girl, was interviewed on April 12, 2011, by staff of the Family Advocacy Center of Northern Minnesota.

Wind was taken into federal custody without incident on May 4, 2011, at the Red Lake Jail, where he was being held pending Tribal Court charges pertaining to the same incident. He appeared before U.S. Magistrate Jeanne J. Graham in St. Paul later that day. Wind will appear again before Magistrate Graham on May 6, 2011, for a preliminary hearing and a detention hearing.

The charges contained in a complaint or indictment are merely accusations and the defendant is presumed innocent until and unless proven guilty in court.
