On May 6, 2011, the Optimist Club of Knoxville, Tennessee honored local top cops during its annual Respect for Law program. Among the outstanding law enforcement officers recognized for their dedicated service was Special Agent (SA) Richard H. Poff, Jr. of the Knoxville FBI’s Chattanooga Resident Agency. SA Poff, a 22-year veteran, was honored as “Special Agent of the Year” for his sustained, exceptional service.

The Optimist Club’s Respect for Law program was born from a discussion between past Optimist International President Carl Bowen and former FBI Director J. Edgar Hoover in July 1965. This program is one of the most popular Optimist activities, with more than 1,500 clubs participating each year.
