FBI and Cabarrus County Sheriff’s Office Seek Fugitive Sex Offender

The Charlotte Division of the FBI and the Cabarrus County Sheriff’s Office are seeking the public’s assistance to locate a registered sex offender who cut off a tracking device after child pornography was found in his possession. James Brian Webb (born October 28, 1969), is facing federal charges of receipt of child pornography and state charges of felony sex offenses and violations of probation. Webb was last seen at his home in Concord, North Carolina on May 20, 2013, during a search of his residence. Officers later discovered child pornography images and issued warrants for Webb’s arrest.

Webb was wearing a GPS tracking device as the result of multiple sex offense convictions in North Carolina. He removed the tracker while in the town of Vale, North Carolina, at approximately 7:15 p.m. on May 20, 2013.

Webb is believed to be operating a gray 2006 Toyota Scion with North Carolina license plate BJT-9681.
