Anne Arundel County Heroin Dealer Sentenced to 17 Years in Prison

BALTIMORE—U.S. District Judge J. Frederick Motz sentenced Orlando Antoine Foote, Jr., age 24, of Annapolis, Maryland, today to 204 months in prison followed by 10 years of supervised release for conspiracy to possess with the intent to distribute more than one kilogram of heroin.

The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Richard A. McFeely of the Federal Bureau of Investigation; Anne Arundel County Police Chief James Teare, Sr.; Annapolis Police Chief Michael A. Pristoop; and Anne Arundel County State’s Attorney Frank R. Weathersbee.

According to Foote’s guilty plea, as part of a long-term investigation being conducted by the Federal Bureau of Investigation (FBI) into a heroin trafficking organization, the FBI intercepted phone calls placed to and from a number of cellular telephones, including phones utilized by Orlando Antoine Foote, Jr. The intercepted calls revealed that Foote distributed significant amounts of heroin in Annapolis and other areas of Anne Arundel County. On numerous calls, Foote is heard discussing heroin transactions with co-conspirators, including the price and amount of heroin involved. The drug trafficking organization used a location which was less than 1,000 feet from a charter school in Baltimore City to process and distribute heroin. Foote admits that he and his co-conspirators conspired to distribute between one and three kilograms of heroin.

Foote remains detained.

United States Attorney Rod J. Rosenstein commended the FBI, Annapolis Police Department, Anne Arundel County Police Department, and Anne Arundel County State’s Attorney’s Office for their work in the investigation. Mr. Rosenstein thanked Assistant United States Attorneys Ayn Ducao and Christopher Romano, who prosecuted the case.
