Philadelphia Man Charged with Health Care Fraud

Tahib Smith Ali was charged today in a 150-count indictment with health care fraud, false statements in health care matters, and aggravated identity theft, announced United States Attorney Zane David Memeger. According to the indictment, in 2009 and 2010, Tahib Smith Ali, posing as a chiropractor and physical therapist and operating through a Philadelphia clinic known as “Oasis Holistic Healing Village,” submitted more than $1.1 million in fraudulent claims for chiropractic services to Independence Blue Cross under the name and medical provider number of a licensed chiropractor who no longer worked at the clinic.

According to the indictment, defendant Ali billed IBC for chiropractic services that were never actually provided, and for patient visits that never occurred. In other cases, it is alleged that defendant Ali held himself out to patients as a chiropractor, wore scrubs, and performed muscle stretching and spinal manipulation, and then billed IBC as if the services were provided by a licensed chiropractor who no longer worked at the clinic.

If convicted, the defendant faces a mandatory minimum of two years in prison for each aggravated identity theft count, a statutory maximum of 10 years for each health care fraud count, and five years for each count false statements count, plus up to $25 million in fines.

The case was investigated by the Federal Bureau of Investigation and is being prosecuted by Assistant United States Attorney M. Beth Leahy.
