PORTLAND, ME—United States Attorney Thomas E. Delahanty II will hold two award ceremonies on Thursday, April 14, 2011 in recognition of National Crime Victims Week. The first ceremony will be held at 10:00 a.m. at the United States Attorney’s Office, 202 Harlow Street, Bangor, Maine. The second ceremony will be held at 3:00 p.m. at the United States Attorney’s Office, 100 Middle Street Plaza, East Tower, seventh floor, in the Munjoy Hill Conference Room. (Persons attending this session must clear security on the sixth floor.)

The award ceremonies are being held to recognize Maine citizens who came forward with information and services that enabled the United States Attorney’s Office to obtain convictions in several very serious cases. Awards will also be presented to local, state, and federal law enforcement officers and agencies whose superior investigations resulted in convictions in difficult cases and to state and federal officials for their efforts to reduce prescription drug abuse.

Awards will be presented to the following persons and agencies:

At Bangor:

  • Penny Bostwick, Richard Robichaud, and Joshua Parda for their roles in the apprehension of Robert Ferguson, a/k/a “The Burly Bandit.”
  • West Midland Police, United Kingdom and several members of their Child Online Safeguarding Team for their detection and international investigation in the child pornography Internet case against Julie Carr. Special Agents Patrick T. Flaherty and Kenneth C. Cogan, United States Immigration and Customs Enforcement for their coordination with the West Midlands Police and investigation in the successful prosecution of Julie Carr.
  • Detective Scot Bradeen, Lewiston Police Department/Maine Computer Crimes Task Force; Detective Laurie Northrop, Maine Computer Crimes Task Force; and Dawn Ego, forensic analyst, Maine Computer Crimes Task Force, for their substantial investigation leading to the conviction of James Cameron for Internet child pornography.

At Portland:

  • Detective Bernard McAllister, Detective William Tapley, and Sergeant Scott Stewart of the Lisbon Police Department for their investigation and apprehension leading to the convictions of Randy Krog and Denise Krog for robbery of the Androscoggin Savings Bank in Lisbon.
  • Special Agent Paul Pritchard of the Federal Bureau of Investigation for his efforts leading to the fraud conviction of Matthew Theriault of Lewiston.
  • Special Agent Paul Buchanan, United States Drug Enforcement Agency; Task Force Agent Michael Dumond, Lewiston Police Department; Special Agent Jason Pease, Maine Drug Enforcement Agency; and Maine State Police, Troop G, for their cooperative efforts leading to the successful prosecution of 32 persons for interstate trafficking in drugs.
  • Special Agent James Bell, United States Bureau of Immigration and Customs Enforcement for his investigation leading to convictions of George Valvanis, owner of several donut shops, and his managers on immigration fraud charges.
  • Special Agents Jeremy Anderson, Joseph Burkhead, and Johnny Ceballos-Rivera of the Bureau of Diplomatic Security, United States Department of State, for their role in the investigation and successful prosecution of Brazilian nationals fraudulently obtaining Maine drivers’ licenses.
  • Special Agent Gary Moulton, United States Immigration and Customs Enforcement; Officer Thomas Poulin, Auburn Police Department; Detective Chad Syphers, Auburn Police Department; and Ellen Epstein for their roles in securing the conviction of James Raymond, an Auburn teacher, for interstate transportation of a minor with the intent to engage in criminal sexual activity.
  • Hon. Janet T. Mills, former Attorney General; Anne H. Jordan, former Commissioner of Public Safety; Roy McKinney, Director, Maine Drug Enforcement; and Michael W. Wardrop, Resident Agent-in-Charge, United States Drug Enforcement Administration, for their leadership roles in Maine’s effort to reduce the incidents of prescription drug diversion and drug abuse in the state.
