Former Ten Most Wanted Fugitive #49: On April 30, 1953, Levy was apprehended at the Churchill Downs Race Track in Louisville, Kentucky, one day prior to the public announcement of being placed on the “Top Ten” list. FBI agents recognized him from the “Top Ten” material sent to the field office for the announcement. He is still considered to have been officially on the list.
