Arrests Made in Serial Bank Robbery Investigation
“Insistent Bandit” Suspects Taken into Custody

San Diego FBI Special Agent in Charge Keith Slotter announces the arrest of Steve Edward Ruby, age 52, of El Cajon, California, and Spiros Romensas, age 51, of La Mesa as a result of the investigation into the “Insistent Bandit” serial bank robbery investigation.

Ruby and Romensas were arrested on Thursday, March 8, 2012 by detectives and agents from the El Cajon Police Department, San Diego Sheriff’s Department, San Diego Police Department, Chula Vista Police Department, and the FBI. Both men were taken into custody without incident.

In a complaint filed with the U.S. District Court, Southern District of California, Ruby and Romensas are charged with one count of violating Title 18, United States Code, Section 2113(a), bank robbery and Title 18, United States Code, Section 2, aiding and abetting as it relates to the robbery of the Pacific Western Bank, 368 Broadway, El Cajon, California on Tuesday, February 21, 2012.

The robbery of the Pacific Western Bank, 368 Broadway, El Cajon, California on Tuesday, February 21, 2012 was considered one of six bank robberies in the “Insistent Bandit” bank robbery series. Ruby and Romensas are currently being held at the Metropolitan Correctional Center (MCC).

This case is being prosecuted by the U.S. Attorney’s Office, Southern District of California, San Diego, California.

An arrest itself is not evidence that the defendants committed crimes charged. The defendants are presumed innocent until the government meets its burden in court of proving guilt beyond a reasonable doubt.
