Raymond Limpy Pleads Guilty in U.S. Federal Court

The United States Attorney’s Office announced that during a federal court session in Billings on 14, 2012, before Chief U.S. District Judge Richard F. Cebull, RAYMOND LIMPY, a 56-year-old resident of Lame Deer and an enrolled member of the Northern Cheyenne Tribe of Indians, pled guilty to sexual abuse of a minor. Sentencing has been set for May 17, 2012. He is currently detained.

In an offer of proof filed by Assistant U.S. Attorney Vince Carroll, the government stated it would have proved at trial the following:

In May 2011, the victim disclosed that in August of 2010, LIMPY gave her alcohol and she became very intoxicated, to the point she recalls very little about the evening. When the victim awoke the following morning, she was wearing different clothing and had other injuries.

The victim’s sister, who was with the victim on the evening of the sexual assault, told the victim that she (the victim) was “no longer a virgin” after what happened to her when she was intoxicated. An investigation into this matter determined that the location of the sexual assault was on the Northern Cheyenne Indian Reservation.

When interviewed, LIMPY admitted to attempting to engage in sexual intercourse with the victim in August 2010 when the victim was very intoxicated. LIMPY also stated that he was aware that the victim was only 15 years old and that he was 54-years-old when the sexual abuse occurred.

LIMPY faces possible penalties of 15 years in prison, a $250,000 fine and lifetime supervision.

The investigation was a cooperative effort between the Bureau of Indian Affairs and the Federal Bureau of Investigation.
