Public Assistance Needed to Locate Sacramento-Area Fugitive Otis Cooper

The Sacramento Field Office of the Federal Bureau of Investigation (FBI) seeks assistance from the public to help locate Otis Lee Cooper, 57. Cooper, formerly of Sacramento, is wanted for a federal violation of unlawful flight to avoid prosecution. Although Cooper has ties to Michigan and Mississippi, he has yet to be successfully located and apprehended.

Cooper is a black male who stands 5 feet 7 inches tall with black hair and brown eyes. He weighs approximately 240 pounds and has tattoos on his right hand and right forearm. The tattoo on his right forearm is of the word “Libra” in a script style. A local arrest warrant was issued for Cooper on September 20, 2011, by the Sacramento Superior and Municipal Court, County of Sacramento, after he was charged with 10 counts of lewd or lascivious acts with a child under the age of 14. A federal arrest warrant was issued for Cooper on August 28, 2014, by the United States District Court, Eastern District of California, Sacramento, California, after Cooper was charged with unlawful flight to avoid prosecution.
