Former Davenport Man Sentenced to Prison for Kidnaping and Drug Offenses

DAVENPORT, IA—Today, Troy E. Sountris, age 27, formerly of Davenport, IA, was sentenced to 200 months imprisonment, announced United States Attorney Matthew G. Whitaker. United States District Judge John A. Jarvey also sentenced Sountris to serve four years on supervised release following completion of his prison sentence, and pay an assessment of $100 to the Crime Victim Fund. Sountris, a former member of a Davenport street gang, had pleaded guilty to conspiracy to distribute marijuana and cocaine, money laundering, and kidnaping.

There is no parole in the federal system and defendants serve approximately 85% of their sentence when they successfully earn good conduct time that can be factored into their incarceration.

Starting in the Summer of 2001 and continuing until about March 1, 2002, Sountris began obtaining marijuana and cocaine from a source in the vicinity of Dallas, TX. Sountris had been introduced to the source via street gang contacts. During this period, Sountris and his coconspirators made a number of trips to Dallas and back to Davenport during which the conspirators transported money to the source in Dallas, retrieved drugs from the source, and transported the drugs back to Davenport. Sountris and his co-conspirators also wired cash to Dallas for payments to the source.

In February 2002, Sountris, believing that a courier Sountris had hired to transport money to Dallas and pickup a shipment of drugs had stolen the money, began driving to Texas. While so en route to Dallas, Sountris and a co-conspirator were stopped by the Oklahoma Highway Patrol, with a loaded 9mm pistol and $35,515 cash hidden in Sountris’ vehicle.
On February 21, 2002, Sountris and three co-conspirators kidnaped the drug courier from his apartment in Carbon Cliff, IL, and transported him to Sountris’ apartment, where the courier was beaten and threatened. Davenport police, having received information from Carbon Cliff police, rescued the courier.

After indictment on these charges in 2006, Sountris fled to Mexico, where he remained a fugitive until he returned to the United States in 2008 and surrendered.

This case was prosecuted by the United States Attorney for the Southern District of Iowa and investigated by the Federal Bureau of Investigation, Drug Enforcement Administration, Bureau of Alcohol, Tobacco Firearms, and Explosives, and Davenport Police Department.
