Eleven Charged with Ecstasy and Ketamine Trafficking

LEV L. DASSIN, the Acting United States Attorney for the Southern District of New York, JOSEPH M. DEMAREST, JR., the Assistant Director-in-Charge of the Federal Bureau of Investigation's New York Field Division ("FBI") and RAYMOND W. KELLY, the Police Commissioner of the City of New York, announced today the arrests early yesterday morning of six individuals for ecstasy and ketamine trafficking in the greater New York City area. The six are charged in an Indictment unsealed yesterday that charges each of a total of eleven defendants with two conspiracies, one for trafficking in ecstasy, and one for trafficking in ketamine. The arrests result from a year-long investigation by the FBI and the New York City Police Department (“NYPD”). At the time of the arrests, law enforcement authorities also executed search warrants on two apartments in Brooklyn, New York.

Five defendants, CAN FENG, a/k/a "Ah Be," QIN CHEN, a/k/a "Mei Zhen Ni," JIAN ZHONG HUANG, a/k/a "Fnu Lnu," a/k/a "Fatty," a/k/a "Shanghainese Guy," WEI CHEN, a/k/a "Chinatown 250," and SI LIN, a/k/a "Mao Mao" were arrested yesterday morning in New York City and arraigned yesterday afternoon in Manhattan federal court before United States Magistrate Judge HENRY B. PITMAN. YONG JIAN ZHOU, a/k/a "Lao Baio," a/k/a "Ah Yong," was arrested yesterday in Colorado. The remaining five defendants named in the Indictment, GUO WAI LIN, a/k/a "Guo Guong," HUI YAN, a/k/a "Yi Hui," PAUL WU, a/k/a "GoLo," a/k/a "Jumbo," a/k/a "Wai Ming Wu," LIANG CHEN, a/k/a "Commander," and HUAI LIN a/k/a "David," remain at large.

Mr. Dassin praised the outstanding investigative work of the FBI and NYPD.

Assistant United States Attorneys RICHARD C. TARLOWE and TELEMACHUS P. KASULIS are in charge of the prosecution.

The charges contained in the Indictment are merely accusations and the defendants are presumed innocent unless and until proven guilty.
