ORION, a Rising Technology Star

ORION allows the FBI and its partners to coordinate crisis situations no matter how many personnel are involved or where they are located.The technology at the center of the April Tinsley investigation command post is our new crisis management system called ORION—the Operational Response and Investigative Online Network.

ORION was created by the Bureau to enable law enforcement agencies to coordinate their efforts in real time during a crisis such as a child abduction.

But it’s also perfect for a cold case like this one, which involves local and federal agencies, a mountain of paperwork from a 21-year-old case, and hundreds of leads to manage.

Investigative information—a suspect’s DNA did not match the killer’s DNA profile, for example—can be entered into ORION, and new leads can be generated and prioritized based on information coming into the system. The status of a case can be continually monitored, and each new bit of information is like putting into place one more piece of a giant jigsaw puzzle. Investigators in the Tinsley case hope that when there are enough pieces of the puzzle, a clear picture of the killer will emerge.
