Louis E. Grever Named Executive Assistant Director of FBI Science and Technology Branch

Louis E. Grever has been named Executive Assistant Director (EAD) of the FBI’s Science and Technology Branch. Director Robert S. Mueller, III appointed him to this position to replace former EAD Kerry E. Haynes, who retired from the FBI earlier this year. Most recently, Mr. Grever served as Deputy Assistant Director of the Science and Technology Branch.

Mr. Grever entered on duty as a special agent with the FBI in 1988. Upon completion of training at the FBI Academy in Quantico, Virginia, he was assigned to the Jackson Division. While in Jackson, Mr. Grever worked a variety of investigations to include violent crimes, public corruption, drug violations, and white collar crime. He also served as a member of the Jackson Division's SWAT team and was certified as a Technically Trained Agent.

In 1992, Mr. Grever was promoted to the Engineering Section within the Information Resources Division at FBI Headquarters, where he supported FBI field operations that employed highly specialized technical methods and techniques. Later that year, he was assigned to the newly formed Tactical Operations Unit and was responsible for developing and delivering unique technical capabilities in support of high priority criminal, counterintelligence and counterterrorism investigations.

He was promoted in 2001 to Program Manager of the Technical Threat Assessment Program within the FBI Laboratory Division, where he managed personnel and resources charged with planning and conducting sensitive field technical operations. In 2002, he was named Unit Chief of TACOPS I, a unit within the newly formed Tactical Operations Support Center, Investigative Technology Division. In that capacity, he led personnel who planned, coordinated, and directed numerous field technical operations.

In 2003, Mr. Grever was selected as the Assistant Section Chief for the Tactical Operations Section, Investigative Technology Division, and was made responsible for programs, personnel, and resources assigned to the FBI's Tactical Operations Support Center. He was promoted in 2004 to Chief of the Tactical Operations Section, Operational Technology Division, with overall responsibility for the Tactical Operations Program and ensuring technical support was provided to the Physical Surveillance Program. He also managed the deployment of the FBI's technical personnel and capability that supported FBI overseas investigative efforts.

Upon the formation of the FBI Science and Technology Branch in 2006, Mr. Grever was assigned as the interim special assistant to the Executive Assistant Director and assisted in the initial organization and provisioning of the four components that comprised the new branch. At the conclusion of that assignment, he was appointed to serve as the Section Chief of the Special Technologies and Applications Office within the Science and Technology Branch. In that role, he was responsible for the discovery, development, and delivery of innovative, technically-enabled investigative and analytical capabilities. In 2007, he was promoted to the position of Deputy Assistant Director. He has served as Acting EAD since the retirement of EAD Haynes in June 2008.

Mr. Grever was born and raised in Louisville, Kentucky. He earned a Bachelor of Science degree in Police Administration and Management from the University of Louisville in 1984 and later, in 2000, a Masters of Science degree in Computer Information Systems from Strayer University, Washington, D.C. Prior to joining the FBI, Mr. Grever served as a police officer with the Jefferson County Police Department in Louisville, Kentucky.
