FBI Director Announces Appointments to Key Management Posts

Joseph A. DiZinno, Deputy Assistant Director, Forensic Analysis Branch, Laboratory Division: Mr. DiZinno entered on duty with the Bureau in 1986. After serving in the Washington, DC field office, Mr. DiZinno was promoted to headquarters and served as a Supervisory Special Agent in the Laboratory Division. From 1992 to 1996, Mr. DiZinno was temporarily assigned to the Forensic Science Research Unit where he performed mitochondrial DNA research. In 1997, he became Unit Chief of the DNA Analysis Unit II, which is responsible for conducting mitochondrial DNA examinations on evidence mainly consisting of hairs, bones and teeth. Most recently, Mr. DiZinno has served as Chief of the Scientific Analysis Section, Laboratory Division, which consists of the Chemistry Unit, two DNA Units, the Explosives Unit, the Counterterrorism and Forensic Science Research Unit, the Forensic Science Systems Unit, the Chem-Bio Sciences Unit and the Trace Evidence Unit. Additionally, Mr. DiZinno has been a member of the FBI Disaster Squad since 1993 and personally responded to disasters involving the Branch Davidian Cult in Waco, Texas, the crash of American Airlines Flight 965 near Cali, Colombia and the crash of Egypt Air Flight 990 off the coast of Providence, Rhode Island.

Thomas G. Kinnally, Special Agent in Charge, Criminal Division, Washington Field Office: Mr. Kinnally entered on duty with the FBI in 1976 as a Financial Analyst in the San Antonio field office. After becoming a Special Agent in 1980, Mr. Kinnally was assigned to the Providence, Rhode Island resident agency where he served for nine years. In 1992, Mr. Kinnally was promoted to FBI Headquarters as a supervisor in the Organized Crime/Drug branch and then in 1994 was promoted to Assistant Inspector, Inspection Division. In 1996, Mr. Kinnally was assigned to the Drug Enforcement Administration as Chief of a section overseeing the coordination of drug investigations along the southwest border of the United States. In January 1997, Mr. Kinnally was designated the Assistant Special Agent in Charge of the Kansas City field office. Most recently, Mr. Kinnally has served as a Section Chief in the Counterterrorism Division and assigned as the Administrator of the interagency National Domestic Preparedness Office in Washington, D.C.
