FBI Director Robert S. Mueller, III today announced the appointment of W. Wilson Lowery, Jr., as his special assistant to oversee the FBI's reorganization and re-engineering implementation.

Mr. Lowery, who will report to FBI Headquarters on June 17, brings a lifetime of experience to the position. He retired as chairman of the IBM Credit Corporation and general manager of Global Financing after 30 years with IBM, serving in executive positions for over 20 of them. From 1994-1995, he was vice president of Quality and Re-Engineering at IBM, where he was responsible for the global re-engineering and reorganization of IBM. In this capacity, he oversaw and succeeded in achieving a plan to reduce infrastructure, improve efficiencies, develop new systems to meet customer requirements, and reduce spending by restructuring, streamlining, and redesigning company operations worldwide. His other responsibilities have included developing productivity and efficiency measurements; leading technical support nationwide; and managing finance and planning for Asia Pacific operations and for software and applications.

"Wilson Lowery is exceptionally suited to assist with the reorganization of the FBI. He combines the precision and insight of a chief financial officer with the vision and leadership of an executive comfortable with change, technology, and global issues," Mueller said. "We are extraordinarily fortunate to gain Wilson's expertise at this crucial stage in our—and in the nation's—history."

Director Mueller and Attorney General Ashcroft recently unveiled Phase II of the FBI's reorganization plans, which outlined the FBI's strategic priorities and set forth the actions and internal re-engineering needed to meet its top three goals of protecting the American people from terrorist and cyber-based attacks, from espionage, and from high-technology crimes.

Lowery is a graduate of the University of North Carolina with a Bachelor of Science degree in finance and a Master of Business Administration degree. He is currently president of WLLP Capital, a financial management and financial/re-engineering consulting firm, and he resides with his wife, Pat, in Georgetown, South Carolina.
