FBI Director Mueller Names Charles S. Phalen, Jr. Assistant Director for Security Division

Washington, DC - FBI Director Robert Mueller today named Charles S. Phalen, Jr., to be Assistant Director in charge of the FBI's Security Division. In that capacity, Mr. Phalen will build on current efforts to restructure and enhance the FBI Security Program.

Mr. Phalen is a career employee with the Central Intelligence Agency who will be detailed to the FBI. He is filling the position being vacated by Kenneth H. Senser, who reinvigorated the FBI Security Program, creating a new division and consolidating existing security programs under one umbrella. Mr. Senser is leaving federal service for the private sector.

Mr. Phalen's previous post was Chief of the Protective Programs Group in the CIA's Office of Security. In that capacity, he oversaw the provision of facility and personnel protection services around the world. In February of this year, Mr. Phalen served on the Secretary of State's Accountability Review Board charged with reviewing the investigation into the assassination of USAID employee Lawrence Foley in Amman, Jordan.

Mr. Phalen joined the federal service in 1981. Over the course of his career he has worked on matters relating to investigations, facilities security, personnel protection, information security, analysis, policy, operations, and anti-terrorism, both in the United States and abroad.

In 1989, Mr. Phalen was appointed Chief of Operations for Construction Security Activities at the CIA. In 1990, he was named Chief of the Office of Security's Research and Analysis Branch. His next posting, in 1993, was as Chief of the Facilities and Information Security Division at the National Reconnaissance Office. Between 1996 and 1998, Mr. Phalen directed the CIA Office of Security's Analysis and Policy Center. He served as the Center for CIA Security's Executive Officer from 1998 to 2000.

Mr. Phalen is a member of the American Society for Industrial Security and sits on the International Government and Industry Security Council. He holds a Bachelor of Science degree in Criminology from the University of Maryland.
