FBI Deputy Director David Bowdich provided the following statement on the release of the Cyberspace Solarium Commission Report:

The work of the Cyberspace Solarium commission has provided a forum for meaningful discussion of a topic that is of great importance to our nation. The commission benefited from having representatives from key stakeholder groups—the executive branch, Congress, and representatives from the private sector, non-profits, and academia. The report includes a range of contributions to protect U.S. interests in cyberspace.

The commission’s report reflects the unique role the FBI plays in investigating, attributing, and disrupting cyber threat actors through our dual intelligence and law enforcement missions. It also makes recommendations that will strengthen the FBI’s cyber mission and the National Cyber Investigative Joint Task Force (NCIJTF). As cyber threats continue to grow and intensify, the FBI-hosted NCIJTF will play an increasingly important role in forging whole-of-government counter-threat campaigns.

The commission recognized the importance of the DOJ and FBI’s role in collaborating with our foreign partners. Our cyber assistant legal attachés are stationed in across the world and are invaluable to building and strengthening international partnerships and ensuring that cyber criminal and national security actors are brought to justice regardless of where they reside.

The commission’s report also highlighted the importance of supporting the rule of law through mutual legal assistance. The volume and variety of requests for digital evidence continue to increase and are crucial to successful investigations conducted by ourselves the FBI and our partners.
