Ocean County Man Charged with Distributing Child Pornography

TRENTON, NJ—Arthur Frazer, Jr., 33, of Lanoka Harbor, N.J., was arrested and charged by complaint today with distributing child pornography, including images of children as young as 4 months old, U.S. Attorney Paul J. Fishman announced.

Frazer made his initial appearance before U.S. Magistrate Judge Lois H. Goodman in Trenton federal court.

According to the complaint:

On Dec. 16, 2010, Frazer sent an e-mail to another individual that contained multiple images of sexual assault involving infants and toddlers. The images include several sexually explicit images depicting children from 4 to 8 months old.

Frazer faces a mandatory minimum penalty of five years in prison and a maximum potential penalty of 20 years in prison as well as a maximum fine of $250,000 fine. He was detained until a detention hearing scheduled for Monday.

U.S. Attorney Fishman credited special agents of the FBI under the direction of Special Agent in Charge Michael B. Ward in Newark; and investigators from the Ocean County Prosecutor’s Office, under the direction of prosecutor Marlene Lynch Ford, with the investigation leading to the arrest.

The government is represented by Assistant U.S. Attorney Sarah Wolfe of the U.S. Attorney’s Office Criminal Division in Trenton.

The charges and allegations contained in the complaint are merely accusations and the defendant is considered innocent unless and until proven guilty.
