Seeking Public’s Assistance in Locating Woman Kidnapped by Her Husband

Donald E. Oswald, Special Agent in Charge of the Minneapolis FBI office, today, announces the FBI, in conjunction with the Virginia Police Department and the Minnesota Bureau of Criminal Apprehension, is investigating the kidnapping of Roberta Lynn Caskey, 44, of Virginia, Minnesota. On July 14, 2011, Caskey was walking with a friend in Virginia when she was forcibly abducted by her husband, Timothy Caskey, 40, also from Virginia. Timothy Caskey forced the victim into his vehicle in front of the friend and Roberta Caskey’s 9-year-old son. Timothy Caskey struck both the friend and the 9-year-old boy in the process of kidnapping his wife.

The Caskey’s have a lengthy history of domestic abuse. There is an active restraining order for protection that prohibits Timothy Caskey from having any contact with his wife. Timothy Caskey was released earlier in the day on July 14 after serving a sentence for a previous violation of a restraining order. He is described as a white male, approximately 6’3” tall and weighing 185 pounds, blonde hair and blue eyes, with a tattoo on his left arm. He was wearing a brown plaid checkered shirt over a t-shirt and blue jeans at the time of the abduction. The victim is described as a white female, approximately 5’7” tall and weighing 135 pounds, brown hair, and hazel eyes. She was wearing a black hooded sweatshirt, a black tube top-type shirt underneath, black and blue plaid pajama pants, and a necklace strung through several rings at the time of her abduction.

On July 16, 2011, a man and a woman matching the Caskeys’ description took a vehicle on a test drive from a car dealership in New Braunfels, Texas. The man left behind a copy of a Minnesota Driver’s License in the name of Timothy Caskey. The vehicle taken on the test drive, a white 1998 Chevrolet Z71 pickup truck with an extended cab and bearing Texas temporary license tag 20K0599, was not returned. The vehicle that the Caskeys’ were believed to be driving prior to obtaining the pickup truck from the dealership, a red 1991 GMC, was recovered at the dealership. A knife was located under the driver’s seat of that vehicle.

There are active arrest warrants for Timothy Caskey for both federal and state kidnapping charges, a state charge of false imprisonment, a parole violation warrant from the Minnesota Department of Corrections, and a vehicle theft warrant from the New Braunfels, Texas, Police Department.

The FBI is offering a reward of up to $5,000 for information leading to the arrest of Timothy Caskey. He is known to frequent campgrounds and rural back roads. It is possible that the Caskeys are heading to Mexico.
