Shanika S. Minor Added to the FBI’s Ten Most Wanted Fugitives List
The Federal Bureau of Investigation today announced the addition of Shanika S. Minor to its Ten Most Wanted Fugitives list. Minor is being sought for her alleged involvement in first-degree intentional homicide; first-degree intentional homicide of an unborn child; and unlawful flight to avoid prosecution. Minor is the 509th person to be placed on the FBI’s Ten Most Wanted Fugitives list, which was established in March 1950.
During the late hours of March 5, 2016, Minor instigated an argument with her mother’s neighbor, who resided in Milwaukee, Wisconsin. Minor confronted the neighbor on the sidewalk next to her residence, brandishing a semi-automatic firearm and repeatedly challenging the woman to fight. Minor’s mother ran to the scene, attempting to stop her daughter from harming the woman, who was nine months pregnant. Minor allegedly fired a round from her firearm into the air before leaving the scene with several other individuals. Approximately one week prior, Minor’s mother had informed her that the neighbor was playing loud music at an unreasonable hour. Minor confronted the neighbor about the music and the situation escalated, leaving Minor the impression that the neighbor was disrespecting her family.
Shortly before 3:00 a.m. on March 6, 2016, Minor returned to the neighbor’s residence, gained entry into the common hallway of the duplex, and met the woman by the rear door of her residence. Minor’s mother again ran to the scene, positioned herself between her daughter and the woman, and attempted to de-escalate the situation. Minor allegedly reached over her mother’s shoulder and fired a round from her firearm towards the woman, striking her in the chest. The victim retreated into her residence, where she immediately collapsed and died. Her unborn child, due within a week, also died before emergency medical personnel arrived. Minor fled the scene and has not been seen since.
On March 9, 2016, a local arrest warrant was issued for Minor charging her with first-degree intentional homicide and first-degree intentional homicide—unborn child. On April 27, 2016, a federal arrest warrant was issued in the Eastern District of Wisconsin, Milwaukee, Wisconsin, charging Minor with unlawful flight to avoid prosecution.
Minor is an American citizen who was born on November 29, 1991, in Mississippi. She is described as a black female, 5’6” tall, 165 pounds, medium build, with black hair and brown eyes. Minor has a tattoo on her lower abdomen of a display of roses. The roses are a cover-up of an earlier tattoo and not all the petals are colored in; some petals are shaded in red, while others are outlined in black. Minor’s occupation was newspaper delivery. Minor may have contact with people in Missouri, Mississippi, Texas, Tennessee, Ohio, Illinois, and possibly in Georgia. Minor’s last known address was in Milwaukee, Wisconsin. Additionally, Minor does not have any prior travel outside of the United States or have any contact with individuals residing internationally.

“The brutal murder of a mother and her unborn child is reprehensible,” said Robert Shields, special agent in charge of the FBI Milwaukee Division. “The FBI will provide all of our available resources to assist the Milwaukee Police Department in locating and apprehending this violent fugitive, Shanika S. Minor, to include placing her on the FBI’s ‘Ten Most Wanted Fugitives’ list.” Given that Minor’s alleged crime involved the use of a firearm, she should be considered armed and extremely dangerous.”
“The senseless and tragic murder of an innocent woman and unborn child demands justice and the men and women of the Milwaukee Police Department will not rest until justice is achieved. The addition of Shanika S. Minor to the FBI’s Ten Most Wanted Fugitives List combines federal law enforcement resources with MPD’s efforts and is certainly appreciated. We are optimistic that this federal assistance and national attention will result in a swift arrest,” said Milwaukee Police Department Assistant Chief William Jessup of the Investigations and Intelligence Bureau.
A reward of up to $100,000 is being offered for any information leading directly to the arrest of Shanika S. Minor. Individuals with information concerning Shanika S. Minor should take no action themselves but instead immediately contact the nearest FBI office or local law enforcement agency.
