Seeking Victim Information in Todd Williams Investigation

The FBI’s Richmond Division Bristol Resident Agency is seeking to identify potential victims of Todd Williams, 53, of Chilhowie, Virginia.

A federal grand jury in Abingdon, Virginia recently indicted Williams on violations of Title 18 U.S.C. § 2251 (sexual exploitation of children), Title 18 U.S.C. § 2252 (possession of child pornography), and Title 18 U.S.C. § 1470 (transferring obscene material to minors).  
 
The FBI believes Williams primarily targeted underage males, starting at least as early as June 2022 until his arrest in August 2024, using the Snapchat username todd_w3441, Snapchat username tsw0708, and Telegram username TSW0708. Williams paid the underage males using CashApp usernames $toddswill, $todwilli, $toddswilli, $toddswillia, and $tswtswtsw and PayPal account name Todd Williams.  
 
Prior to the time frame of the allegations, Williams took in three minor males, unrelated to Williams, who lived full-time at Williams’ residence. Multiple friends of the minor males and members of Chilhowie sports teams often stayed overnight at Williams’ residence.  
 
During the time frame of the allegations, Williams was the vice chairman of the Smyth County School Board and statistics keeper of the Chilhowie High School basketball team.  Williams also had access to the Chilhowie High School gymnasium and would often open the gym for students and community members to play pickup basketball.    

A criminal complaint and indictment are merely allegations. All defendants are presumed innocent until convicted in a court of law.
