Seeking Victim Information in the Stephen Cipkin Investigation

The FBI’s New Orleans Division is seeking the help of anyone who may have been victimized by or have knowledge of sexual abuse of children involving Stephen Andrew Cipkin.

Cipkin has been charged with child sexual abuse and other sexual abuse crimes in the U.S. District Court in the Western District of Louisiana.

It is believed that Cipkin’s online child exploitation scheme began in Suffolk County, New York, and in Northwest Louisiana in 2022. Cipkin tutored students in New York and may be familiar by the following online usernames: “sac8635”, “ArabellaC”, “Human no-more”, “numb little bug”, “Swiffer1”, “@onlygoodguy”, and “Ur_Perfect_Daddy”.  

If you or a minor dependent has had contact with Cipkin or any of the above-listed usernames or while using Snapchat, Pinterest, YesIChat, Y99, or Instagram between 2020 and 2023, you’re asked to complete this questionnaire.
