Seeking Victim Information in “Ramp-and-Dump” Investment Fraud Investigation
The FBI’s Chicago Division is seeking to identify potential victims of a “ramp-and-dump” investment fraud scheme involving China Liberal Education Holdings Ltd (NASDAQ: CLEU) stock.
In January 2025, individuals allegedly impersonating U.S.-based investment advisors on social media and messaging platforms made false representations and instructed investors to purchase shares of CLEU stock, promising significant returns on their investment. These false representations artificially ramped up the price of CLEU stock. However, when the value of CLEU stock dropped dramatically on January 30, 2025, many investors lost nearly all of the funds invested in these shares.
If you were victimized in this “ramp-and-dump” investment fraud scheme, please fill out this short form.
If you know of someone else who was possibly a victim in this scheme, please encourage them to complete the form themselves.
The FBI is legally mandated to identify victims of federal crimes it investigates. Victims may be eligible for certain services, restitution, and rights under federal and/or state law.
