Seeking Victim Information in Civil Rights Investigation

The FBI’s Houston Division is seeking to identify potential victims of Joey Lamar Ellis. Ellis is a former City of Houston Park Ranger, who may have potentially targeted members of the LGBTQIA+ community as well as others at Cullen, Memorial, and other Houston area parks.

Ellis’ victims were led to believe that he was acting in a law enforcement capacity when he allegedly forced them to pay money, and/or sexually assaulted them in exchange for their ability to leave the park. According to Ellis’ employment records, he began working as a park ranger in 2019, and could potentially have victims spanning from 2019 to the present. Ellis was recently charged with felony Official Oppression by the Harris County District Attorney’s Office.

If you and/or someone you know was extorted or sexually assaulted by Ellis, or has information which may be relevant to this investigation, please fill out this short form

Victims over the age of 18 are encouraged to complete the form for themselves.
