Seeking Victim Information Concerning Pan American Flight 103
(The Lockerbie Scotland Bombing)

The Federal Bureau of Investigation’s (FBI’s) Counterterrorism Division and the U.S. Department of Justice are seeking to identify all victims who have been affected by, and are eligible for, victim services in the case of the United States v. Abu Agila Mohammed Mas’ud Kheir Al-Marimi (DC-22-cr-392-DLF).
The Defendant (Mas’ud) has been charged with destruction of an aircraft resulting in death, in violation of 18 U.S.C. §§ 32(a)(1) and (a)(2), and destruction of a vehicle used in foreign commerce by means of an explosive resulting in death, in violation of 18 U.S.C. § 844(i).
Submitting the forms below is a court-required prerequisite for gaining remote access to the proceedings. We need you to complete these additional forms per the Order of the Court, even if you have previously filled out other forms.

Instructions
Step 1: Confirm Your Eligibility
The U.S. Congress has passed legislation to make remote access to court proceedings in this case available to victims. The law defines a victim of the attack on Pan Am Flight 103 as follows:
(a) you were present at or near the scene in Lockerbie, Scotland, when the bombing occurred or immediately thereafter and you suffered direct or proximate harm (e.g., physical or emotional injury) as a result of the bombing of Pan Am Flight 103; or
(b) you are the spouse, legal guardian, parent, child, brother, sister, next of kin, or other relative of someone who was killed aboard Pan Am 103 or killed or harmed on the ground in Scotland, or someone who possesses a relationship of similar significance to someone who was killed or harmed in the attack as defined above.
- If you believe you meet this definition of a victim and would like to receive remote access to the court proceedings and/or other victim services, please complete steps 2 through 3.
- If you do not meet the definition of a victim under either (a) or (b) above, but you believe you may still qualify, please contact the U.S. Attorney’s Office for the District of Columbia (USAODC) to discuss whether we can submit a motion to the court to determine whether you may still qualify.
Step 2: Complete the Remote Access Questionnaire
The trial is currently scheduled to begin on April 20, 2026, and is expected to last about 6-8 weeks. If you cannot travel to Washington, D.C., to watch the pretrial and trial proceedings in this case, we are collecting information to determine your interest in:
(1) listening to pretrial non-testimonial portions of the trial; or
(2) attending fixed-site locations to view the video portions of the proceedings.
If you wish to attend fixed sites to watch the trial, please consider the number of days you expect to attend these fixed sites, or whether you prefer to only attend for openings, closings and/or the reading of the jury’s verdict.

Step 3: Complete the Sworn Victim Certification Form
The Sworn Victim Certification Form must be submitted by each victim, even if you only wish to listen to the audio (only) pretrial non-testimonial phase of the proceedings. The District Court of the District of Columbia has required that no audio or videotaping be permitted anywhere.
In order to participate in the proceedings, it is mandatory that you sign and return this form, or you will NOT be permitted to participate in either the pretrial proceedings or the fixed-site location proceedings.
