HOUSTON—Three men have been indicted and arrested on charges of conspiracy to distribute phencyclidine, commonly known as PCP, announced U.S. Attorney Kenneth Magidson.

Brandon Carroll, 30, Dwaylon Sims, 25, and Kelvin Jenkins, 35, of Huntsville, were charged in a six-count indictment returned under seal Dec. 4, 2014, and unsealed in its entirety today as the final defendant—Carroll—surrendered to federal authorities. Sims and Jenkins were taken into custody by federal, state and local authorities yesterday and made their initial appearance this morning before U.S. Magistrate Judge Frances Stacy. Carroll is expected to make his initial appearance before Judge Stacy tomorrow at 10:00 a.m.

According to the allegations in the indictment, the men are charged with possession with the intent to distribute 100 grams or more of PCP in a conspiracy that began in March 2014 and continued through July 2014.

If convicted of the charges, they face a maximum of 40 years in federal prison and a maximum $5 million fine.

The case was investigated by the FBI, Texas Department of Public Safety, Texas Department of Criminal Justice—Office of Inspector General, Harris County Sheriff’s Office and Huntsville Police Department. The Walker County Sheriff’s Office assisted with the arrests.

Assistant U.S. Attorney John D. Jocher is prosecuting the case.

An indictment is a formal accusation of criminal conduct, not evidence.

A defendant is presumed innocent unless convicted through due process of law.
