Arrest of Héctor E. Soto

SAN JUAN, PR—Special Agent in Charge Douglas A. Leff, of the Federal Bureau of Investigation (FBI) San Juan Field Office, announced the arrest of Héctor Emmanuel Soto.

Soto was indicted in the Eastern District of Pennsylvania for violating Title 18 U.S.C. § 2251(a)—Manufacturing of Child Pornography, for taking explicit photographs of a minor female who was four years old at the time. After being confronted by the victim’s mother, the subject fled Pennsylvania for Puerto Rico in July 2018.

He was subsequently located by the FBI San Juan Field Office Violent Crimes squad, who arrested him in Naranjito, Puerto Rico, on October 8th, 2019. Soto was processed for his initial appearance at the United States District Court for the District of Puerto Rico.
