Police Officer Arrested for Selling Firearms to Felons

The FBI announces the arrest of Kevin Ryan Lumpkin, age 29, for knowingly selling firearms to felons, in violation of Title 18, United States Code, Section 922(d)(1).

The complaint affidavit supporting the arrest warrant indicates Kevin Lumpkin was a North Randall police officer at the time he purchased firearms for two individuals. It is alleged that Lumpkin knew that these two individuals could not purchase the weapons on their own because of their felony convictions.

In August 2012, a search of the residence of these convicted felons by a local police department resulted in firearms and boxes of firearms being recovered. Those firearms and firearm boxes were traced to purchases made by Lumpkin.

A traffic stop made on a suspect driving a vehicle with expired license plate tags resulted in a .380 caliber Ruger pistol being recovered. The suspect was taken into custody for an outstanding warrant. The pistol recovered had been purchased by Lumpkin.

A complaint is only a charge and is not evidence of guilt. The defendant is entitled to a fair trial in which it will be the government’s burden to prove guilt beyond a reasonable doubt.
