Four More People Plead Guilty to Bribery Charges as Part of County Corruption Investigation

AKRON, OH—Four people pled guilty today to paying bribes in exchange for public contracts as part of the Cuyahoga County public corruption investigation, Sharon L. Long, Deputy Chief of the Criminal Division in the Northern District of Ohio announced.

Those who pled guilty are:

  • Shannon Riley, 46, of Sagamore Hills, Ohio, the owner of Riley Industrial Services in Cleveland. She pled guilty to one count of bribery concerning programs receiving federal funds.
  • Kenneth Kushmider, 50, of Hudson, Ohio, the sole owner of Landscape Design Associates. He pled guilty to one count of bribery concerning programs receiving federal funds.
  • Ronald Monroe, 42, of Macedonia, Ohio, a principal in Gemini Development Company. He pled guilty to one count of bribery concerning programs receiving federal funds.
  • Bryan Carlton, 43, of North Olmsted, Ohio, a principal in Gemini Development Company. He pled guilty to one count of bribery concerning programs receiving federal funds.

All four pled guilty to criminal informations that were filed in May. They each admitted to illegally providing things of value in return for contracts from Maple Heights City Schools (MHCS).

Riley paid kickbacks totaling $30,000 to MHCS treasurer Christopher D. Krause in 2008 in exchange for school contracts valued at approximately $306,936, according to the information.

Kushmider paid a $3,000 bribe in 2007 in return for a $167,000 MHCS contract for landscaping services, according to the information.

Monroe and Carlton, through Gemini Development, paid cash bribes to Krause in return for MHCS contracts in 2006, according to the information.

Sentencing dates will be determined later.

The case is being prosecuted by Assistant United States Attorneys Ann C. Rowland and Antoinette Thomas Bacon following an investigation by the Federal Bureau of Investigation and the Internal Revenue Service, Criminal Investigation Division.
