Wheaton Man Arrested for Production of Child Pornography

Robert D. Grant, Special Agent-in-Charge of the Chicago office of the Federal Bureau of Investigation (FBI) announced today the arrest of DAVID V. TANK, age 47, of 1006 North President Street in Wheaton, Illinois. TANK was arrested yesterday morning at an apartment in Bloomingdale, Illinois, without incident, by Special Agents assigned to the Chicago FBI’s Innocent Images Task Force (IITF).

TANK, who is a registered sex offender in the State of Illinois, was charged in a criminal complaint filed yesterday afternoon in U.S. District Court in Chicago with one count of Manufacturing Child Pornography, which is a felony offense.  According to the complaint, TANK was identified by the IITF as a possible distributor of child pornography over the internet.  A search of an apartment that he shared with another individual, located at 205 Regency Drive, unit 216, in Bloomingdale, was conducted yesterday morning, pursuant to a federal search warrant.  During the search, numerous videos of a minor female engaged in sexually explicit activity were discovered on the external hard drive of a personal computer that was in the residence.  

Subsequent investigation identified the minor female depicted in the videos as an eight-year old who lives in the Bloomingdale apartment.  Images of the adult male, who was also depicted in some of the videos, was determined to be TANK.

In announcing this arrest, Mr. Grant recognized the Bloomingdale Police Department for their assistance in the search of the residence and arrest.

TANK appeared before Magistrate Judge Geraldine Soat Brown in Chicago, Thursday afternoon, at which time he was formally charged. TANK was ordered held without bond, pending his next scheduled court appearance, and will be housed at the Metropolitan Correctional Center (MCC) in Chicago.  If convicted of the charges filed against him, TANK faces a mandatory minimum sentence of fifteen (15) years incarceration to a maximum of thirty (30) years, with a possible ten (10) year enhancement for committing the acts as a registered sex offender.      

The FBI’s Innocent Images initiative was established in 1996 and is part of a nationwide effort to combat the manufacture, distribution and possession of child pornography. At present, there are 43 separate IITF’s in various FBI offices around the country which are investigating similar cases.

The public is reminded that a complaint is not evidence of guilt and that all defendants in a criminal case are presumed innocent until proven guilty in a court of law.
