Chemung County Man Arrested on Child Pornography Charges

ROCHESTER, NY—United States Attorney William J. Hochul, Jr. announced today the arrest of Terry Dickinson, 52, of Millport in Chemung County, on a federal criminal complaint charging him with distribution of child pornography. The charge carries a mandatory minimum sentence of five years and a maximum sentence of 20 years in prison, a $250,000 fine or both.

Assistant U.S. Attorney Craig Gestring, who is handling the case, stated that Dickinson used Limewire peer to peer software to distribute images of minors engaged in sexually explicit conduct over the internet. Undercover Federal Agents downloaded movies and images of child pornography from Dickinson over several weeks. A search warrant executed at his Millport home yesterday uncovered additional child pornography on Dickinson’s computers.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. The criminal complaint is the culmination of an investigation on the part of special agents of the Federal Bureau of Investigation, under the direction of Special Agent in Charge James H. Robertson, Troopers from the New York State Police Bureau of Criminal Investigation - Horseheads Barracks, under the direction of Captain Mark Crosier, and the Chemung County Sheriff’s Office, under the direction of Sheriff Christopher Moss.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
