FBI Safe Streets Task Force Arrests Homicide Fugitive Who Eluded Capture for 13 Years

The FBI Safe Streets Task Force in Wilmington, Delaware arrested Ignacio Constantino on September 17 at an apartment complex in Wilmington. Contantino is wanted in connection with a homicide in 2001 in Morristown, Tennessee. Agents received information that Constantino had been living under an assumed name, Victor Castillo, since 2002. Agents took him into custody without incident.

Agents and detectives with the Chester County Pennsylvania CID, FBI Newtown Square RA, New Castle County Police Department, and United States Marshals Service assisted in the investigation.

“Our jobs as law enforcement is to continue the hunt for wanted criminals no matter the length of time that has passed since they ran from police,” said Steve Vogt, Special Agent in Charge of the FBI in Wilmington. “We can’t forget because there are victims who deserve justice.”

“This arrest is just one example of what is accomplished by assigning a County Police detective to a force multiplier such as the FBI Safe Streets Task Force. We maintain a solid working relationship with our federal partners in law enforcement and look forward to the continued valued partnership with the Federal Bureau of Investigation as we work together to protect our citizens,” said New Castle County Police Colonel E.M. Setting. “The New Castle County Division of Police remains dedicated to the citizens and visitors of our county. We will work tirelessly to maintain the safety of our communities and rid them of violent crime.”

“This arrest is a demonstration of the effectiveness of law enforcement working together throughout our country,” stated Morristown, Tennessee Police Chief Roger Overholt. “It is important to our community that Constantino faces the charges brought against him in this violent crime. The Morristown Police Department wants to thank all of the agencies and officers involved in this arrest.”

The FBI Safe Streets Task Force is made up of agents and detectives from FBI Baltimore Wilmington Resident Agency, Delaware Probation and Parole, and the New Castle County Police Department. The Safe Streets Task Force investigates violent crime and gang violence in the Wilmington metro area.
