2013 Director’s Community Leadership Awards

The Los Angeles Division honors Jay Conner for his dedication to student scholarships and to community organizations that support law enforcement, such as the International Footprint Association (IFA) Chapter 73. In 1992, Mr. Conner was instrumental in establishing the charter for the IFA California Central Coast Chapter 73, and, in the years since, has held countless positions within these organizations, including national and chapter president. Under his leadership, Chapter 73 developed a scholarship program through which Mr. Conner has personally presented numerous $500 scholarships to the top graduating police candidates from each class at the Allan Hancock College Basic Law Enforcement Academy. To date, more than 48 scholarships have been presented by Chapter 73. Mr. Conner is the co-founder of the annual COPS ‘N KIDS Field Day—now in its 21st year—and has served in numerous capacities and as the chairperson. The event brings together nearly 20 local and federal law enforcement agencies to educate their communities about who they are and what their departments do; to put a face to the law enforcement community by sharing mutual respect; and to inspire the children and young adults in attendance. He also has chaired, coordinated, and dedicated months of volunteer time in support of the annual COPS ‘N KIDS Benefit Golf Tournament. The proceeds from these tournaments benefit the IFA programs, local law enforcement recognition programs, and the San Luis Obispo Law Enforcement Assistance Fund. Mr. Conner supports many community organizations. He also serves on the boards of directors of the San Luis Obispo Sheriff’s Advisory Foundation, the Santa Maria Police Council, the Santa Ynez Chamber of Commerce, and the Honor Flight Central Coast California, and he is a U.S. Army veteran. |
