Alexandria Man Sentenced to 132 Months for Transporting Minor for Sex

ALEXANDRIA, VA—Virgil Moses Campbell, 44, of Alexandria, Virginia, was sentenced to 132 months in prison, followed by 10 years of supervised release, for transporting a 14-year-old girl across state lines to engage in sexual activity. Campbell pled guilty on July 20, 2010.

Neil H. MacBride, United States Attorney for the Eastern District of Virginia; John G. Perren, Acting Assistant Director in Charge of the FBI Washington Field Office; and Colonel David Rohrer, Fairfax County Chief of Police, made the announcement after the sentencing before United States District Judge Anthony J. Trenga.

In a statement of facts filed with his plea agreement, Campbell admitted that in January 2010, he initiated contact with Jane Doe, who resided in Upper Marlboro, Md., using a social networking application for his Apple iPhone called “iDate Personals Dating Service for Singles of Any Sex.” Jane Doe had downloaded this application to her Apple iPod Touch and had listed herself as 18 years of age, although in reality she was 13. Campbell sent Jane Doe an e-mail that included his cellular telephone number and told her to call him, which she did.

Campbell and Jane Doe began texting and speaking by telephone and decided to meet in person. In mid-February 2010, Campbell traveled from Alexandria to Jane Doe’s house in Upper Marlboro to meet with Jane Doe at her residence. Campbell and Jane Doe engaged in sexual activity in the basement of her house while Jane Doe’s mother slept upstairs.

Approximately one week later, Campbell again traveled from Alexandria to Jane Doe’s house in Upper Marlboro to meet with Jane Doe at her residence. While Jane Doe’s mother slept upstairs, Campbell and Jane Doe engaged in sexual activity. Jane Doe was still 13 years old.

In April 2010, after Jane Doe had turned 14, Campbell and Jane Doe discussed having Jane Doe travel to Campbell’s house in Alexandria. On April 7, 2010, Jane Doe attempted to take a taxi cab from her residence to Campbell’s residence, but the taxi cab operator would not assume Jane Doe as a passenger because she was unable to pay in advance. Jane Doe told the driver that “Virgil” would pay the fare when they arrived in Alexandria, and she provided the driver with a telephone number registered to Campbell.

Jane Doe’s mother arrived home and the taxi cab driver gave Virgil’s telephone number to her. Jane Doe’s mother dialed the number and the person who answered identified himself as “Virgil.” Jane Doe’s mother proceeded to tell Virgil that her daughter was only 14 and that he should leave her alone. “Virgil” told Jane Doe’s mother that he was 20 years old. Campbell had previously told Jane Doe that he was 25 or 26.

The next day, April 8, 2010, Jane Doe contacted a cab company and arranged for a taxi cab from her residence in Upper Marlboro to Campbell’s residence in Alexandria. After Campbell paid the taxi driver, he and Jane Doe entered Campbell’s residence. At this time, Campbell was aware that Jane Doe was 14 years old, and they engaged in sexual activity in his room.

Jane Doe’s mother obtained the number for the taxi cab company, spoke to them, and the taxi cab operator subsequently notified the Fairfax County Police Department to report the suspicious activity. When Fairfax County Police arrived at Campbell’s residence, the responding officers were given permission to look for Jane Doe in the various rooms. Jane Doe was later located underneath Campbell’s bed.

This case was investigated by the FBI Washington Field Office and the Fairfax County Police Department. Special Assistant United States Attorney Patricia Haynes prosecuted the case on behalf of the United States.
