  1. ROGER GALINDO-SEPEDA

    Conspiring to Engage in a Conspiracy to Conceal, Harbor, and Shield Illegal Aliens

    REWARD: The FBI is offering a reward for information leading to the arrest of Roger Galindo-Sepeda.

    Roger Galindo-Sepeda and his co-conspirator, Maria Isabel Cruz, are wanted for their alleged involvement in the trafficking of more than 30 young women, some of whom were under the age of 18, from Honduras to the United States. Once in the United States, the women were forced to work in bars owned by Cruz and Galindo-Sepeda to pay off their debts to the smugglers who brought them into the country.

    The victims, frequently young, illiterate females from rural areas, were lured into the enterprise with promises of gainful employment as waitresses or maids. Once the victims arrived in Texas, they were informed that they were indebted to the leader of the enterprise in the amount of $7,000 to $10,000, and they would have to work off their debt. The victims were then quartered in safe houses with virtually no contact with the outside world. After being forced to wear excessive makeup and immodest clothing, the victims were then transported to clubs managed by the subjects and were forced to engage in prostitution. Women who refused to comply were threatened with being reported to the Immigration and Naturalization Service and imprisoned. Additionally, threats were made to harm the victims' families in Honduras and to inform the families of the victims' involvement in prostitution.

    On May 24, 2002, a federal arrest warrant was issued by the United States District Court, Northern District of Texas, Fort Worth Division, after Galindo-Sepeda was charged federally with conspiring to engage in a conspiracy to conceal, harbor, and shield from detection in houses and apartments, certain aliens, knowing and in reckless disregard of the fact that such aliens had come to, entered, and remained in the United States in violation of the law.

    Galindo-Sepeda may currently be living in Honduras. His last known residence (in 2002) was in Fort Worth, Texas. Galindo-Sepeda is also known to abuse alcohol.

    Galindo-Sepeda has a scar on his forehead and his abdomen.

    Transporting Persons in Interstate Commerce for Illegal Sexual Activity

    Wei Li Pang plead guilty to a two-count information in the United States District Court, Western District of Missouri, Kansas City, Missouri, in December of 2008. The information alleges that Pang aided and abetted others in the transportation of females in interstate commerce with the intent that these females engage in prostitution inside massage parlors and elsewhere. Pang allegedly assisted in transporting at least five females in interstate commerce for illegal sexual activity between May of 2006, and May of 2007.

    On July 20, 2010, a federal arrest warrant was issued for the arrest of Pang after she failed to appear for sentencing.

    Pang is a Chinese national who had permanent resident alien status and resided in Overland Park, Kansas City, Missouri, in 2006 and 2007. She may possibly be traveling with her husband, Shu Gang Li.

    Transporting Persons in Interstate Commerce for Illegal Sexual Activity

    Shu Gang Li was charged in a four-count indictment by a federal grand jury for the United States District Court, Western District of Missouri, Kansas City, Missouri, in March of 2008. The indictment alleges that Li and his partners aided and abetted each other, and others, to transport females in interstate or foreign commerce with the intent that these females engage in prostitution inside massage parlors and elsewhere. Li and his partners allegedly transported at least five females in interstate commerce for illegal sexual activity between May of 2006, and May of 2007.

    On March 11, 2008, a federal arrest warrant was issued for the arrest of Li.

    Li is a Chinese national who had permanent resident alien status and resided in Overland Park, Kansas City, Missouri, in 2006 and 2007. He may possibly be traveling with his wife, Wei Li Pang.

    Sex-trafficking Conspiracy; Conspiracy to Harbor Illegal Aliens

    REWARD: The FBI is offering a reward of up to $10,000 for information leading to the arrest of Alfonso Angel Diaz-Juarez.

    The FBI is seeking the public’s assistance in locating Alfonso Angel Diaz-Juarez, who is being sought for alleged offenses relating to human trafficking, namely conspiracy to commit sex trafficking and conspiracy to harbor illegal aliens. In October 2013, Diaz-Juarez, a Mexican national, was indicted with 13 other co-conspirators for running an international sex-trafficking organization. Diaz-Juarez, reportedly one of the most violent individuals in the organization, is the only remaining fugitive in the case.

    As reported to the FBI, it is alleged that the following criminal activities occurred. The criminal acts in the conspiracy involve acts committed by Diaz-Juarez and others against undocumented Mexican women and children. The sex-trafficking conspiracy operated from 1999 through October 2013 and relied on “padrotes,” or pimps, to supply women and girls for the brothels, bars, and cantinas owned and operated by co-conspirators. Diaz-Juarez is one of these pimps. During the investigation, it was revealed that some women and girls were compelled into performing commercial sex acts through the use of force, fraud, coercion, or a combination thereof, including the use of locked rooms to maintain control over the young women and girls. Diaz-Juarez used force and/or violence to punish and control young females he prostituted in the Houston area.

    On October 10, 2013, a federal arrest warrant was issued by the United States District Court, Southern District of Texas, Houston Division, after Diaz-Juarez was charged with sex-trafficking conspiracy and conspiracy to harbor illegal aliens.

    Diaz-Juarez has ties to Mexico, Texas, and Florida.

    Diaz-Juarez has a scar from an operation to remove his appendix.

    Harboring Illegal Aliens; Unlawful Flight to Avoid Prosecution

    Amparo Altagracia Montas Hernandez and her son, Eddy Vasquez, are wanted for harboring illegal aliens and unlawful flight to avoid prosecution. It is alleged that Montas Hernandez operated a number of brothels in Southwest Florida which were staffed by Latin American females who were illegal aliens. The Federal Bureau of Investigation received information that Montas Hernandez sometimes staffed the brothels with Latin American females who were indebted to coyotes (human smugglers), and Montas Hernandez sometimes paid the debts and made the females work off the debts as prostitutes. Vasquez was alleged to have handled the day-to-day operations of one of the brothels and collected money from the doorman at this brothel.

    On August 17, 2005, a Federal Grand Jury in the Middle District of Florida, Fort Myers Division, indicted Amparo Altagracia Montas Hernandez and Eddy Vasquez for harboring illegal aliens. Both had an initial appearance before a United States Magistrate Judge and were released on bond. Both were required to report to a Pretrial Release Officer while out on bond.

    On September 19, 2005, the Pretrial Release Officer was notified that Montas Hernandez and Vasquez fled from the area. On September 22, 2005, a United States Magistrate Judge issued warrants for the arrests of Montas Hernandez and Vasquez for violation of conditions of release. The Federal Bureau of Investigation received information that both fled from the United States. On October 12, 2005, a Federal Grand Jury in the Middle District of Florida indicted Montas Hernandez and Vasquez for unlawful flight to avoid prosecution.

    Montas Hernandez has ties to the Dominican Republic; Southwest Florida; the New York City area; and the Boston, Massachusetts area. She is commonly known as "Iris".
