Latin King Members Arrested in Central Florida

At about 6:00 a.m. today, several law enforcement agencies executed numerous arrest warrants throughout Orange, Polk, and Osceola Counties. The law enforcement activity was a result of an ongoing joint investigation, OPERATION 360 SHATTER, involving the Latin King/Queen Nation (ALKQN) organization, a violent criminal enterprise. These subjects are charged with a wide range of criminal acts, including but not limited to: participating in a racketeering conspiracy, murder, attempted murder, armed robbery, drug trafficking, and firearms violations.

By 8:30 a.m., 11 of the 12 subjects were arrested in today’s operation. Law enforcement is attempting to locate the remaining subject—LUIS GELPI, also known as King Gato, Hispanic male, age 20, Height 5’ 5”, weight approximately 165 lbs, last known address 944 Park Manor Drive, Orlando, Florida. GELPI is considered armed and dangerous.

Individuals arrested today:

  1. RENE RAMIREZ, age 27, Moselle Apartments: 1255 Moselle Avenue, Orlando, Florida;
  2. RICKY MONTESINO, age 26, Moselle Apartments: 1255 Moselle Avenue, Orlando, Florida;
  3. FREDERIC SALIZAN, age 28, 10366 Riva Ridge Trail, Orlando, Florida;  
  4. KEVIN SULLIVAN, age 29, 3601 Mont Martre Drive, Apartment 217, Orlando, Florida;
  5. DERRICK HESTER, age 21, 760 Kettering Road, Davenport, Florida;
  6. RAFAEL RODRIGUEZ, age 35, 760 Kettering Road, Davenport, Florida; and 
  7. EMILIO ROSA, age 37, 760 Kettering Road, Davenport, Florida.

The following subjects were previously in state custody, Florida Department of Corrections, when the operation was executed this morning and will also be charged in this case:

  1. JOSE SANTANA, age 28;
  2. JASON ROHENA, age 22;
  3. JOSE GARCIA, age 23; and
  4. VIC MELENDEZ, age 22.

This investigation is ongoing and criminal prosecution of this matter will be addressed by Florida Attorney General Bill McCollum’s Office of Statewide Prosecution.

The related investigation was conducted by members of the Drug Enforcement Administration High Intensity Drug Trafficking Areas Task Force and the FBI Orlando Safe Streets Gang/Violent Crime Task Force.

Today’s operation included participation from the below agencies, most of which are active members of the above task force units:

Apopka Police Department,
Eatonville Police Department,
Winter Park Police Department,
Orange County Sheriff’s Office,
Polk County Sheriff’s Office,
Osceola County Sheriff’s Office,
The Attorney General’s Office of Statewide Prosecution,
Florida Department of Law Enforcement,
Drug Enforcement Administration, and
Federal Bureau of Investigation

The charges in the complaints are merely allegations and the defendants are presumed innocent unless and until proven guilty.
