Kinloch Mayor Indicted for Embezzlement of City Money

ST. LOUIS—The United States Attorney’s Office announced today that Kinloch, Missouri Mayor Keith Conway was indicted for using Kinloch city funds to pay personal expenses and fund personal travel and a Florida vacation home.

According to the indictment, between January 2009 and March 31, 2011, Conway used the city funds to pay for personal Bahamas vacation cruises, airline tickets to Las Vegas and Ft. Lauderdale, down payment and loan payments on a time share condominium in Florida, personal credit card bills, personal federal income taxes, as well as Ameren electric bills for his personal residence.

KEITH CONWAY, of Kinloch, Missouri, was indicted by a federal grand jury on one felony count of wire fraud and one felony count of federal program theft.

If convicted, wire fraud carries a maximum penalty of 20 years in prison and/or fines up to $250,000; federal program theft carries a maximum of 10 years prison and/or fines up to $250,000. In determining the actual sentences, a judge is required to consider the U.S. Sentencing Guidelines, which provide recommended sentencing ranges.

This case was investigated by the Federal Bureau of Investigation, St. Louis County Police Department Intelligence Unit, U.S. Department of Labor Office of Inspector General, and the Department of Justice Office of Inspector General. Assistant U.S. Attorney Hal Goldsmith is handling the case for the U.S. Attorney’s Office.

As is always the case, charges set forth in an indictment are merely accusations and do not constitute proof of guilt. Every defendant is presumed to be innocent unless and until proven guilty.
