Arrest of Sexual Offender and Request for Public Assistance

Today, the FBI and the Police of Puerto Rico arrested ANGEL MANUEL MARTINEZ-ROMAN, age 42, on charges of Failure to Register as a Sex Offender under the Sex Offender Registration and Notification Act.  Martinez-Roman is also known to use the aliases of Angel Martinez and Jean M. Roman Moran. 

At the time of his arrest, Martinez-Roman was incarcerated at the Puerto Rico Corrections on unrelated charges of indecent exposure stemming from an arrest on July 12, 2009.

During the investigation, it was determined Martinez-Roman was wanted as a high-risk sex offender by the Massachusetts State Police and the Chelsea Police Department and is listed on the Massachusetts State Police internet web site as one of the Top Ten Most Wanted High-Risk Sex Offenders.

On April 20, 2005, the Commonwealth of Massachusetts issued an arrest warrant for violation of probation.  As a condition of Martinez-Roman’s probation, he was required to register as a sex offender for the purpose of residence, employment, education, or vocational training.  The federal criminal complaint filed today by the U.S. Attorney’s Office alleges  Martinez-Roman did not register with the Puerto Rico Sex Offenders Registry.

It is believed Martinez-Roman has been living in Puerto Rico since 2006 in the Cataño, Puerto Rico area, and working as a self-employed handyman.  It is also believed Martinez-Roman has lived in the states of Georgia, Connecticut, and Massachusetts.

This case is being prosecuted by Assistant United States Attorney Jenifer Hernández-Vega.  During this investigation assistance was provided by the FBI-Boston Field Office, the Massachusetts State Police, the Puerto Rico Corrections Administration, and the Police of Puerto Rico.

The FBI is also requesting the public’s assistance in locating any minors, or the parents of any minors who believe that their children may have had contact with Martinez-Roman, also known as (aka):  "Angel Martinez” and “Jean M. The public is reminded that a criminal complaint is not evidence of any guilt.  A defendant is presumed innocent and entitled to a fair trial.  The U.S. government has the burden of proving guilt beyond a reasonable doubt.
