Santee Man Arrested for Distribution of Child Pornography

Eric Hans Frasher, age 48, was arrested by FBI agents earlier today pursuant to an arrest warrant charging Frasher with distribution of child pornography.

Frasher, who is a registered sex offender, was arrested at approximately 11:00 a.m. at his place of employment without incident. According to the federal complaint filed in this matter, on February 13, 2011, an undercover FBI agent using a publicly available file-sharing program was able to select and download numerous images depicting child pornography directly from Frasher’s computer.

On February 16, 2011, a federal search warrant was served at Frasher’s Santee, California residence. Frasher was interviewed by FBI agents concerning this matter and admitted that he used a file-sharing program to receive and distribute child pornography images. Forensic analysis of the digital media seized during the search revealed hundreds of images depicting minors engaging in sexually explicit conduct.

In 2000, Frasher was convicted in the United States District Court for the Southern District of California of one count of possession of images of children engaged in sexually explicit conduct.

Frasher is expected to appear a U.S. Magistrate Judge on or about Wednesday, April 6, 2011. This case is being prosecuted by the U.S. Attorney’s Office.

This investigation was conducted under the FBI’s Innocent Images National Initiative (IINI) in coordination with the San Diego Internet Crimes Against Children (ICAC) Task Force. The mission of the IINI is to reduce the vulnerability of children to acts of sexual exploitation and abuse which are facilitated through the use of computers; to identify and rescue child victims; to investigate and prosecute sexual predators who use the Internet and other online services to sexually exploit children for personal or financial gain; and to strengthen the capabilities of federal, state, local, and international law enforcement through training programs and investigative assistance.

An arrest itself is not evidence that the defendant committed crimes charged. The defendant is presumed innocent until the government meets its burden in court of proving guilt beyond a reasonable doubt.
