Twelve Indicted on Drug and Gun Charges
Group is Charged with Conspiring to Distribute Heroin

HARRISONBURG, VA—A dozen men from both Harrisonburg, Virginia and Philadelphia, Pennsylvania have been charged by a federal grand jury sitting in the United States District Court for the Western District of Virginia in Harrisonburg on a variety of drug and gun charges.

In an indictment returned under seal on March 15, 2012 and unsealed following the defendants’ arrests in recent weeks, the grand jury has charged the following:

  • Fnu Lnu, of Philadelphia, Pennsylvania, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin;
  • Angel Ducvo, age 21, of Philadelphia, Pennsylvania, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin;
  • Jovany Caquias Torres, age 21, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin;
  • Denys Digalov, age 26, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin;
  • Jesus Albert Batista has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin, one count of distributing heroin resulting in an overdose that caused serious bodily injury, and one count of possession with the intent to distribute heroin.
  • Ariel Alexander Batista Gonzalez, age 29, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin and one count of possession with the intent to distribute heroin;
  • Rafael LaSalle-Rosa, age 21, of Harrisonburg, Virginia, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin and three counts of distributing heroin, including one instance which occurred near a school;
  • Vladimir Petrovich Mazur has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin, one count of stealing a firearm from a licensed firearms dealer, one count of possessing a stolen firearm, and one count of possessing a firearm in furtherance of a drug trafficking offense;
  • Luis Rodriguez Jr., age 52, of Harrisonburg, Virginia, has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin, one count of distributing heroin resulting in an overdose that caused serious bodily injury, and one count of possessing a firearm in furtherance of a drug trafficking crime;
  • Tello James Angelina has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin and one count of distributing heroin;
  • Alexander Ivashin has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin and one count of being an unlawful user of a controlled substance in possession of firearms;
  • Alex Kubskiy has been charged with one count of conspiracy to distribute more than 1,000 grams of heroin and one count of distributing heroin.

The investigation of the case is being conducted by the Bureau of Alcohol, Tobacco, Firearms, and Explosives; the Federal Bureau of Investigation; the Harrisonburg Police Department; the RUSH Drug Task Force; the Rockingham County Sheriff’s Office; and the Rockingham Commonwealth Attorney’s office. Assistant United States Attorney Grayson Hoffman is prosecuting the case for the United States. The United States Attorney’s Office for the Eastern District of Pennsylvania is assisting in the investigation.

A grand jury indictment is only a charge and not evidence of guilt. The defendant is entitled to a fair trial with the burden on the government to prove guilt beyond a reasonable doubt.
