Mr. Caruso was born on September 23, 1947, in New York City, New York. He received a bachelor's degree from Manhattan College in 1969, and a master's degree in 1976. From January 1971 to January 1974, he served in the United States Army.

Mr. Caruso entered on duty as a Special Agent of the FBI on April 25, 1978, and following a period of training, was assigned to the Newark Office of the FBI. In December 1979, he was transferred to the New York Office and served there until his transfer to the U.S. House of Representatives, Committee on Appropriations in September 1981. As an investigative staff member for this committee, Mr. Caruso concentrated on investigations of the Department of Defense and the US Intelligence Community. In September 1985, Mr. Caruso was transferred to the Intelligence Division of FBI Headquarters as a supervisor. In March 1988, he was transferred to the Washington Metropolitan Field Office, Washington, D. C., as a squad supervisor.

In October 1990, Mr. Caruso was reassigned to the Intelligence Division at FBI Headquarters as the Bureau's Chief of Russian counterintelligence analysis. He served in several assignments for the Intelligence Division and from 1994 to 1997 was an Assistant Special Agent in Charge in the New York Field Office. He then reported to FBI Headquarters as the Section Chief of the Eurasian Section, National Security Division.

Mr. Caruso was promoted to Special Agent in Charge of the National Security Division at the Washington Field Office in February 1999.

In June 2001, Mr. Caruso was designated Deputy Assistant Director of the Counterterrorisim Division at FBI Headquarters.

Mr. D’Amuro graduated in 1978 from Niagara University with a bachelor’s in business administration and was appointed as a Special Agent of the FBI on May 6, 1979. Upon completion of his training assignment at the FBI Academy, Quantico, Virginia, Mr. D’Amuro was assigned to the New York Office of the FBI in August 1979. As an Agent in the New York Office, Mr. D’Amuro was assigned a vast array of criminal investigations, to include White-Collar Crime, Property Crimes and Violent Crimes. In 1983, Mr. D’Amuro attended the FBI National Academy, Quantico, Virginia.

In February of 1986, Mr. D’Amuro was appointed as the Senior Supervisory Resident Agent in charge of the FBI’s office located in Garden City, New York. This office was consolidated with the FBI’s Hauppauge Resident Agency, and Mr. D’Amuro was then named as the Senior Supervisory Resident Agent in charge of the FBI’s Long Island Office in July 1991.

In April 1995, Mr. D’Amuro was promoted to the position of Assistant Inspector and assigned to the Inspection Division at FBI Headquarters (FBIHQ) in Washington, D.C.

In July of 1996, Mr. D’Amuro was named as the Program Manager for the National Organized Crime Initiative entitled “Operation Button Down”. His responsibilities included coordination of the New York Office’s Organized Crime Program with the remaining FBI Divisions. In February 1997, Mr. D'Amuro was named the Acting Unit Chief of the Russian Organized Crime Unit in FBIHQ.

In August 1997, Mr. D’Amuro was appointed as the Assistant Special Agent in Charge of the FBI’s New York Office’s National Security Division - Counterterrorism Program. Mr. D’Amuro’s responsibilities include; the oversight of the Joint Terrorism Task Force which consists of several counterterrorism squads. These squads include in excess of over 150 investigators, with representatives from the New York City Police Department, the Port Authority of New York and New Jersey Police Department, the Immigration and Naturalization Service, the Bureau of Alcohol, Tobacco and Firearms, the New York State Police, the United States Department of State, the United States Secret Service, the Naval Criminal Investigative Service and the Central Intelligence Agency. During Mr. D’Amuro’s tenure, he has overseen the latter investigative and prosecutive stages of the World Trade Center Bombing, the investigation of TWA 800, and the bombings of the American Embassies in Eastern Africa and the attack on the USS Cole.

On January 24, 2001, Mr. D'Amuro was designated as the Associate Special Agent in Charge of the Criminal Division in the FBI's New York Field Office.
