U.S. Attorney’s Office January 29, 2009
  • Western District of Pennsylvania

United States Attorney Mary Beth Buchanan announced today that Susie Horning, a resident of Leechburg, Armstrong County, Pennsylvania, has been sentenced in federal court in Pittsburgh to three years probation and ordered to pay $250,000.00 restitution on her conviction of health care fraud.

United States District Judge Gary L. Lancaster imposed the sentence on Susie Horning, age 56.

According to information presented to the court by Assistant United States Attorney James Y. Garrett, Horning participated in a scheme to defraud Highmark. She, along with others, accepted kickbacks from a chiropractor who submitted fraudulent claims for treatment under their insurance policies. The chiropractor, Douglas Henderson of Lower Burrell, Pennsylvania, was sentenced earlier.

Ms. Buchanan commended the United States Postal Inspection Service and the Federal Bureau of Investigation for the investigation leading to the successful prosecution of Horning.
