Two Philadelphia Residents Charged in Drug Distribution Conspiracy

Richard Minicozzi, M.D. and Joan Israel were charged today by indictment with one count of conspiracy to distribute controlled substances, announced United States Attorney Zane David Memeger. In addition, Minicozzi was charged with an additional 10 counts of distributing oxycodone, five counts of distributing alprazolam, and three counts of distributing hydrocodone.

If convicted, the defendants face a maximum possible sentence of 20 years’ imprisonment on the conspiracy charge. In addition, Minicozzi faces a possible sentence of 20 years’ imprisonment for each count of distributing oxycodone, 10 years’ imprisonment for each count of distributing hydrocodone, and five years’ imprisonment for each count of distributing alprazolam.
The case was investigated by the Federal Bureau of Investigation, the Drug Enforcement Administration, and the Philadelphia Police Department and is being prosecuted by Assistant United States Attorney Mary Kay Costello.
