Former City Employee Sentenced to Two Years for Corruption Scheme

PHILADELPHIA—Kelly Kaufmann Layre, 39, of Philadelphia, a former employee of the Philadelphia Records Department, was sentenced today to two years in prison for corruption scheme that deprived the city of hundreds of thousands of dollars, announced United States Attorney Zane David Memeger. Layre was selling traffic accident reports, police incident reports, and fire reports to three people, charged separately, depriving the city of the fees it normally collects for the reports. Layre pleaded guilty September 15, 2010.

Between 2006 and 2010, Layre solicited bribes on a weekly basis from Tina Meyrick, Paul Kling, and Brian Daly in exchange for providing them each with various reports. She sold more than 24,000 reports, for which the city normally collects a $20 or $25 fee, and collected cash payments of an approximate total of $185,776 which she kept for herself. The scheme deprived the City of Philadelphia of over $600,000 in fees.

In addition to the prison term, Judge Mary A. McLaughlin ordered Layre to pay restitution in the amount of $600,415, and serve three years’ supervised release with the first six months on house arrest. She must report to prison on February 25, 2011.

Co-defendant Tina Meyrick was sentenced earlier this week to 36 months in prison for her role in the scheme. Co-defendants Kling and Daly are awaiting sentencing.

This case was jointly investigated by the Federal Bureau of Investigation and the City of Philadelphia Office of the Inspector General. It is being prosecuted by Assistant United States Attorney Denise S. Wolf.
